Collects demographic, ministerial, and experience information from the District youth and their church leaders for the purpose ascertaining strengths and interests.  Measures the responses to opportunities for ministry and adjusts the ministry methods accordingly.

Reports objectives, programming and results to the Youth Council, Vice-Moderator, and in turn to the District Moderator.

Along with the Youth Council, proposes, and manages the annual budget.
